1.1. This provision determines the formation, composition, functions and rights of members of the student council of the college.
The College Student Council, hereinafter referred to as the Council, is the student body of the college
1.2. The Council is created as a public self-government body for college students, protects their rights and monitors the performance of their duties
1.3. In its activities, the Council is guided by legislative regulations, the charter of the college, as well as this Regulation.
- GOAL AND OBJECTIVES OF THE COUNCIL
2.1. The purpose of the Council is the development and interaction of various forms of student self-government in college, self-organization of the personality of students.
2.2. The main tasks of the Council are:
2.2.1 Creating conditions for students to acquire organizational, managerial and educational experience.
2.2.2 Promoting the creation of the necessary conditions conducive to the active involvement of student youth in various areas of college student life.
2.2.3 Participation in the development, adoption and implementation of regulatory documents relating to college students;
2.2.4 Prediction of key areas of development in college student life.
2.2.5 Prevention of offenses and stabilization of the situation in all spheres of life of college students.
2.2.6 Informing college management about the state of development of the areas of student life.
2.2.7 Activities for the organization and conduct of events affecting the interests of college students.
2.2.8 Assistance to the college administration in creating favorable conditions for study and leisure of students.
2.2.9 Revitalization of the work of clubs, sections, circles in college.
- FUNCTIONS OF THE COUNCIL
3.1. In accordance with the tasks, the Council performs the following functions:
3.1.1 Develops, takes and implements measures to coordinate all areas of student life.
3.1.2 Submits for consideration by the college council recommendations on the nomination of scholarships to students for high academic performance, active scientific and social activities.
3.1.3 Participates in the social and legal protection of college students.
3.1.4. Performs other functions in accordance with the stated tasks.
- SECURING THE FUNCTIONS OF THE COUNCIL
4.1. To perform the functions, the management of the Council has the right:
4.1.1. Attract student organizations, individual college students to work;
4.1.2. To study, analyze and accept the information coming to him;
4.1.3. Use the right to immediately receive and resolve issues by college leaders.
- MANAGEMENT AND ORGANIZATIONAL STRUCTURE OF THE COUNCIL
5.1. The Council consists of the following main departments:
- Department for educational and research activities of students;
- Department for the organization of leisure and development activities of students;
- Department for the organization of social life of students;
- Information and PR department.
5.2. The management of the Council is carried out by the chairman of the Council.
5.3. The chairman of the Council is elected by the general meeting of students (or conference) of the college.
5.4. The chairman has one deputy. The Council consists of representatives of each group of all departments of the college, as well as other persons. Representatives from branch groups are elected by the general meeting of group students. If necessary, by decision of the Council, changes may be made to its composition.
5.5. A secretary and coordinators of the departments are elected from the Council, responsibilities are distributed among its other members.
- STUDENT COUNCIL OPERATION PROCEDURE
6.1. The student council of self-management works according to the plan. Student Council meetings are held at least once a month. The presence of Council members at a meeting is mandatory.
6.2. The meeting of the Council is chaired by the chairman of the Council, and in his absence - the deputy.
6.3. The minutes of the meeting of the council are kept by the secretary
6.4. The protocol of the meeting is drawn up by two signatures of the chairman of the meeting and the secretary.
6.5. Board meetings are open
6.6. Decisions of the Council are taken by a majority of those present at the meeting. A meeting of the Council is competent if it is attended by a majority of the members of the Council. The decision of the Council is signed by the chairman of the Council, and in his absence - by the president of the college. In case of disagreement with the decision made, a member of the Council has the right to express his opinion in writing, followed by his mandatory inclusion in the minutes of the meeting.
6.7. The Board's recommendations, if necessary, are implemented by orders and instructions for the college.
6.8. Information-analytical and organizational-technical support of the Council is carried out by college officials.
6.9. For the best organization of work, the student council uses various media, including stands on the activities of the student council.
- RESPONSIBILITIES OF MEMBERS OF THE STUDENT COUNCIL
7.1. The chairman of the council organizes student self-government at the college, and the activities provided for by the college’s work plan guide the student council.
Student Council Chair:
- Provides a permanent communication council with the head of the social and educational services of the college.
- submits a work plan to the student council for approval;
- regularly holds meetings of the student council on pressing issues of life, life and leisure of students;
- timely notifies students of student council decisions and planned events;
- organizes the preparation and conduct of meetings of members of the student council;
- controls the conscientious performance of duties by all members of the student council.
The chairman of the student council has the right:
- apply to the college administration, the College Council and the promotion of the asset of student self-government;
- give one-time assignments to members of the student council.
Duties of the Secretary of the Council:
- Council work plan for the academic year;
- plan of meetings of the council of self-government;
- calendar action plan for a month;
- lists of college student assets;
- minutes of meetings of the Council.
- ADDITIONS
8.1. The Council has the right to make and approve amendments to this Regulation.
8.2. This provision shall enter into force upon approval by the college principal.
